Congressional Republicans Back President's Call to Replace Affordable Care Act

American senators are working through the weekend for the first time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.

Growing Impact of Government Shutdown

The effect on Americans from the longest shutdown of the federal government in history deepened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As weekend session got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's suggestion on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Democratic lawmakers expressed alarmed responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another senator responded to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to end the closure in return for a later vote on the ACA subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans rejected an proposal to restart the government and continue the subsidies for a year.

Another leading Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the payments before negotiating the future of the tax credits.

"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Situation

None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some observers suggested that the essence of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough backing in 2017.
