Sheffield Wednesday Deals with Serious Challenges, Declares New Football Authority

'We will play a key role in football's future' - football oversight chief David Kogan

Sheffield Wednesday's current difficulties are seen as a "serious issue" and the independent regulator is looking to gain the ability to investigate clubs in such situations, its new chair David Kogan has announced.

In a wide-ranging interview, the regulator, who was recently selected, voiced concern towards Wednesday's fanbase.

The chairman convened with four fan organizations associated with the Championship side recently.

The team have been facing challenges both on and off the pitch in this season, with the club missing wage payments on several different times, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"The club represents one of the historic institutions for the English game and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have the club and similar situations referred to us if they need to be investigated and acted upon."

Economic Challenges and Ownership Situation

The club's controversial proprietor the Thai businessman suggested earlier this year he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with potential new owners.

Failure to pay player wages on time in March and May resulted in restrictions being imposed by the football authorities in June, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where people are committed to a community organization that has existed throughout their lifetimes in many cases.

"I fully appreciate Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for reasons that have nothing to do with the supporters."

Inquired if the oversight body could require an chairman to relinquish a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"Our least desirable course of action is start getting involved with an individual club, an particular chairman, without being able to work with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," Kogan said.

"However, realistically, when you look back over the history of football, over the last 20 or 30 years there have been particular chairmen, a small minority, but particular people who have shown negligence in the approach they have taken toward their organizations and finally decline to assume obligation for the future."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to detail the scope of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made could disappear swiftly," the regulator warned.

"This represents everyone's worst fear in the context of the English game is a huge success story - we must maintain momentum.

"Substantial financial resources entering the sport and has been invested for the past two decades, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I fully support the prosperity and expansion as an economic entity of the elite league.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of this country. But concurrently, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.

The 68-year-old donated money to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any form of political activity."
